Critical Friend
Although echelon is usually engaged to project manage and facilitate the whole procurement process, we are also happy to act as a critical friend for Organisations undertaking their own procurement.
It is critical that Client organisations fully understand the obligations placed on them under current OJEu legislation and we are able to offer guideance and best practice on all aspects of the procurement process from the scoping stage through to contract aware and mobilisation.
In our experience, areas where we can offer the most help are around the preparation of the OJEu notice, the pre-qualification questionnaire and the invitation to tender documents (including specifications, cost models and key performance indicators etc).
