Procurement

Since our inception in 2005 we have procured in excess of £2.5billion of services for our Clients. We have also co-written the highly regarded NHF ‘Contract Management Guide' which emphasises the importance of a clear procurement strategy.

We adopt a four stage process to the procurement process:

Stage 1 - Scoping - ensuring that Clients capture current levels of performance, capture the strengths and weaknesses with the current service and, most importantly, engage with the end users of the service to capture their aspirations for future service deliver

Stage 2 - Procurement Process - following the scoping we will develop a clear OJEU Compliant Procurement Strategy for the Client that will capture all the outputs from the scoping process. A detailed Procurement Plan is developed for each stage of the procurement process from OJEU placements, through Pre Qualification, ITT development, evaluation processes and will culminate with a detailed Selection Report making recommendations on Contract Award.

Stage 3 - Mobilisation - the mobilisation stage of the process is often the most neglected by the Clint and to this end we have developed a mobilisation toolkit that ensure resources are optimised between point of award and start on site. Every project we have procured has started successfully on the original go-live date!

Stage 4 - Ongoing Support - echelon provides ongoing support during the delivery of the project at various levels from facilitating the Core Group through to providing in-situ cost and project managers

To assist us in the delivery of successful procurement projects we have developed a bespoke toolkit based around SharePoint that assists in the delivery of the process at all stages.

On average we have saved our Clients between 8 and 12% whilst at the same time delivering increased levels of performance with an emphasis on a right first time service delivery model and more flexibility in the way appointments are managed.
