Invariably, most procurement undertaken by the Social Housing sector now has to comply with current OJEU legislation.
echelon has developed a procurement model that supports Clients through the OJEU process using a standard template that can be developed for all scenarios and includes the following key aspects:-
- Selection of procurement model (e.g. restricted/open negotiated).
- Development of and placement of OJEU notice (echelon are registered on the SIMAP website).
- Development of pre-qualification questionnaires and evaluation matrices.
- Preparation of invitation to tender documentation and robust structured evaluation process.
- Emphasis on qualitative selection including unique approach to site evaluation and interview stage.
- Development of procurement process that fully engages all stakeholders (particularly residents) in the process.
echelon have successfully undertaken procurement processes for the following Clients:-
- Coastline Housing Ltd (10 year Gas Servicing and Repair Partnership).
- Hinckley & Bosworth Borough Council (10 year Responsive Repairs and Void Partnership)
- Midsummer Housing Association (10 year Integrated Asset Management Partnership).
- Brent Housing Partnership (5 year Repairs and Maintenance Partnership).
- Charnwood Borough Council (5 year Decent Homes Partnership).
In addition, we are currently in the process of procuring a £200 million 10 year Partnership for the delivery of Responsive Repairs and Gas Servicing and Gas Installation for Midland Heart and we are also in the early stages of developing a delivery model for Raglan Housing Association.
